You can send and receive emails using any desktop-based email client such as Microsoft Outlook, Outlook Express, Mozilla Thunderbird, or any other. Desktop-based email clients allow you to compose mails even when you are offline - you would need to connect to the Internet only when you want to download mail or send emails that you have composed.
